Около 20 лет молодые ученые и специалисты Российской Федерации не имели возможности полноценно обсуждать свои, как научные, так и социальные проблемы. Все их отношения, в основном, выстраивались исключительно на личном знакомстве или связях их руководителей. Причем, как правило, связи не имели междисциплинарный характер. Молодые ученые знакомились на различных конференциях, посвященных их научной специфике, и продолжали свое общение в рамках интересующих их исследований. Как следствие, слабо развивались междисциплинарные научные связи, что крайне важно для инновационного развития страны.

New technology challenges stimulate cooperation among various scientific and commercial organizations. To achieve synergy whole countries all over the world establish joint institutions aimed at obtaining the desired scientific result. One of the spheres where such cooperation is especially topical is optics. Modern management and technology decisions allow building global chains for designing and manufacturing optical devices for any spheres of human activity.

In 2010 the staff members of Saint-Petersburg State University of Information Technologies, Mechanics and Optics were training the ETH Zurich student programming team, in order for the latter to take part successfully in the World ACM Programming Contest. The high scores, received by the Swiss team at regional semi-finals were the results of the training.
